Salans has strengthened its 1st-tier position in Russia with the addition of new counsel Ilya Skripnikov.
Ilya, a highly-experienced infrastructure and PPP legal practitioner, joined Salans from Magisters. He has advised clients, both private and public, on major PPP and infrastructure projects in Russia, Kazakhstan, Ukraine and Belarus. His experience includes the first toll road projects in the CIS, as well as energy, waste, hydropower, water, airport, railway, healthcare and education projects. He has unique expertise in technical and financial aspects of PPP projects.
Ilya is a member of the PPP Expert Council of the Committee for Economic Policy and Business of the State Duma of Russia and the Expert Council of the Public-Private Partnerships Center of Russia. He is one of the developers of the federal and regional PPP and project finance legislation in Russia. Ilya has also been involved in producing amendments to Kazakhstani concessions legislation, as well as legislation on the New Financial Initiative, including implementation of project finance principles in the country.
Who’s Who Legal CIS 2011 recommends Ilya Skripnikov among “clear client favourites” for his “outstanding grasp of technical financing issues and hands on approach.” He graduated from the Legal Faculty of Moscow State University in 2003.
