Global law firm Shearman & Sterling continues to expand and strengthen its position as a top-tier global project development and finance practice with the addition of partner George Borovas in Tokyo.
Mr. Borovas is a market-leading advisor to the nuclear industry, with significant experience on nuclear power projects all over the world, and will lead Shearman & Sterling’s global nuclear practice. He comes to Shearman & Sterling from Pillsbury Winthrop Shaw Pittman LLP, where he led international nuclear projects efforts.
With the demand for nuclear power continuing to grow in many parts of the world, Mr. Borovas’s depth of experience and knowledge puts Shearman & Sterling in a uniquely strong position in this strategically important energy sector.

Mr. Borovas is ideally placed to play a leading role in establishing the firm’s nuclear practice globally, having advised on nuclear power plant development and financings, nuclear transactions, litigation and regulatory matters in the US, Japan, Europe, the Middle East, South Korea, Southeast Asia, China, Russia and South Africa. His clients have included governments, commercial banks, export credit agencies, electric utilities, nuclear power plant vendors and equipment suppliers, investment banks, universities, trading houses and others involved in the energy industry.
Mr. Borovas is also a chemical engineer and before becoming a lawyer worked on the design and operation of nuclear power plants. He has been acknowledged as a leading nuclear lawyer in various publications and is a frequent speaker at energy conferences and commentator in the international press.
