Linklaters Strengthens China Competition Team with New Hires in Beijing

Linklaters today announces the appointment of senior competition lawyer Fay Zhou as a counsel, and Nancy Chang as an associate, in its competition practice in Beijing.

Fay joins Linklaters’ China competition team from O’Melveny & Myers where she has been an associate since 2008. Before that she was Section Chief for five years at China’s Ministry of Commerce (MOFCOM). Fay has experience in dealing with both merger notifications and other antitrust advice under the Anti-Monopoly Law, as well as compliance matters more generally.

Nancy Chang joins as an associate from Mayer Brown JSM. Nancy was previously deputy division chief in the merger review team of the Anti-Monopoly Bureau, where she had direct experience of handling mergers under the Anti-Monopoly Law.

Commenting on the moves, Fang Jian, national managing partner for China, said:

“The competition regime under China’s Anti-Monopoly Law is of increasing importance to all our clients. We have been looking to strengthen our competition team in Beijing for some time and I am convinced both Fay and Nancy will be an excellent complement to our existing team led by counsel Cheng Yuan.”

Michael Cutting, Linklaters global head of competition, commented:

“I am delighted that Fay and Nancy are joining us. Their understanding of competition policy issues under China’s still recent Anti-Monopoly Law combined with their previous experience at MOFCOM should be of great value to our clients around the world. This is an important strengthening of our global competition capability.”
