Mallesons Advises on Northern Territory Government’s Procurement of New Marine Supply Base

Mallesons Stephen Jaques is pleased to confirm that it worked with the Northern Territory Government on the procurement of a new Marine Supply Base at East Arm in Darwin which will service the region’s oil and gas industry.

The Mallesons team was led by partner Mark Upfold, who heads up the firm’s Infrastructure Practice.

Mark commented “The Marine Supply Base is a critical piece of the Northern Australian oil and gas infrastructure industry and opens Darwin up for this vital service industry.  The Marine Supply Base closing in 2012 adds to the team’s work on the Correctional Services PPP for the Northern Territory closed in late 2011; and alongside closings of the $4B Wiggins Island Coal Terminal Project, the financing of the Gold Coast Rapid Transit PPP, the development of the 242MW gas-fired Diamantina power station at Mt Isa and our work on the National Broadband Project over the last year showcases the depth and experience of our infrastructure team.”

NT Chief Minister, Paul Henderson said “The base will be the first in northern Australia and provide a purpose-built facility for vessels that supply offshore oil and gas projects.”

Mr Henderson also confirmed that several major players have already committed to using the new base. ConocoPhillips will use it for their existing operations, INPEX has also confirmed they will use the base during their multi-billion gas development and Shell has indicated it will use it to service their floating LNG plant in the browse basin.

The cross-sector team advising on the transaction also comprised Partner Robert Jackson (energy and resources), Senior Associate Shannon Etwell (construction), Senior Associate Rebecca Finkelstein (infrastructure), Solicitor Gareth Howe (infrastructure), Senior Associate Damiano Castelli (property) and Solicitor Michaela Moore (energy and resources).  The team worked with the Northern Territory Department of Justice on the Project. The same Mallesons team also recently advised the Northern Territory Government on the Correctional Services Precinct PPP.

Construction on the base will start in April 2012 and is expected to be complete by the end of 2013.
