Nabarro advises the Foreign & Commonwealth Office on a major outsourcing in Asia Pacific

Nabarro LLP has advised the Foreign and Commonwealth Office (FCO) on the outsourcing of the facilities and buildings management of much of their property estate in the Asia Pacific region. The region covers several hundred buildings in 14 countries, including Singapore, Australia, Hong Kong, India, New Zealand, China, Philippines and Thailand.

The project was particularly challenging due to the security and resilience requirements arising from the nature of the FCO’s international operations and the types of buildings covered, including for example High Commissions and UK Embassies. The services to be provided include property portfolio management, day to day property management, performance management and reporting, disaster recovery and contingency management, building services, catering, reception, security services, cleaning and laundry.

The service provider, Denmark-based ISS Global, was appointed following a competitive dialogue procedure under UK public procurement law. Legal meetings with three bidders took place in Singapore over the summer. The contract, which was signed on 1 November 2010 in London is governed by English law.

Nabarro Partner, Stephen Matthew, said:

“This is a significant contract for the FCO and highly relevant to the Government’s drive for efficiency savings in the public sector. We are pleased to have been able to support the FCO to achieve this major milestone.”

Nabarro provided advice on all UK law issues. Nabarro worked with Australian law firm, Clayton Utz, who co-ordinated foreign law advice through a network of firms in 14 jurisdictions.
