Corrs Boosts Competition Expertise

Matthew Knox has joined Corrs as a partner in its Perth office. His appointment supports the firm’s commitment to developing market leading Competition and Regulatory expertise in Perth and to deepen its capability in Energy & Resources.

Matthew rejoins the firm from Lavan Legal where he specialised in competition, energy & resources, and access and regulatory law. He previously worked with Corrs in Perth and in Mallesons Stephen Jaques’ Competition section in Sydney.

Matthew has extensive experience in competition and consumer law having advised a range of private clients on all aspects of Part IV and Part V of the Trade Practices Act 1974 (now the Competition and Consumer Act 2010), the Western Australia regulator in relation to the wholesale electricity market (including the access arrangement for Western Power’s SWIN) and Western Australia’s rail network, and various State regulators in relation to the assessment of access arrangements for gas pipelines.

Matthew advises public and private clients on energy and resources issues, infrastructure and access issues and competition, including litigation and reviews before specialist tribunals.

Matthew provides legal advice on many aspects of the gas industry, including producer and customer contracts, balancing agreements and access terms and conditions. He has advised Woodside on its dealings with the Dampier to Bunbury Pipeline, Synergy on its gas procurement and sales, the North West Shelf in relation to its domestic gas sales, the Independent Market Operator on its Gas Market Bulletin Board, and the Economic Regulation Authority (WA) in relation to the assessment of access arrangements for gas pipelines.

Matthew has advised a range of clients on infrastructure, oil, mining and electricity projects including Water Corporation, Perdaman Chemicals and Fertilisers, Santos, Woodside and Wright Prospecting.

  • Advised Woodside and provided competition structuring advice on tender arrangements and acquisition of services.
  • Provided competition and structuring advice to Synergy on various power purchase arrangements and proposed energy contracting strategies.
  • Advised on, negotiated and drafted amendments to the gas sale agreement between Alinta Sales Pty Ltd and the North West Shelf Venture participants as part of the settlement of the gas price arbitration between the parties.
  • Drafted a range of short term and long term domestic gas sale agreements between the North West Shelf Venture participants and various customers.
  • Acted for Woodside, as operator of the Karratha Gas Plant, drafting and negotiating a gas operating balancing agreement for the Dampier to Bunbury Natural Gas Pipeline.
  • Advised the Economic Regulation Authority on a wide range of administrative, legal and regulatory issues arising in respect of: the Authority’s consideration of DBNGP (WA) Transmission Pty Limited’s proposed revised access arrangement for the Dampier to Bunbury Natural Gas Pipeline; and the review by the Energy Review Board of the Authority’s decision to draft and approve its own revised access arrangement for the Dampier to Bunbury Natural Gas Pipeline.
  • Advised the Essential Services Commission of South Australia (ESCOSA) on its consideration of Envestra Limited’s proposed revised access arrangement for the South Australian Gas Distribution System.
