Proskauer Continues Expansion of Hong Kong Office, Global Transactional Practice

Proskauer continued the expansion of its global transactional practice and Asian platform with the addition of Partner Seung Chong, who recently joined the firm, and Jeremy Leifer, who is expected to join in the near future, to itsHong Kong office.

Mr. Chong and Mr. Leifer focus their practice on cross-border mergers and acquisitions. They represent Asian and Western companies in Hong Kong, China and the rest of Asia in public and private transactions, including M&A, private equity and the full range of China investments. In addition, they advise on capital markets, securities and corporate finance issues, as well as commercial contracts, including joint venture arrangements. They join Proskauer from White & Case, where they both were Partners.

Mr. Chong is one of the leading M&A lawyers practicing in Hong Kong. He has advised on a number of pioneering deals in China, and has deep experience in capital markets and corporate finance work. In addition, he is the author of the leading text on China M&A law, “The Law and Practice of Mergers and Acquisitions in The People’s Republic of China,” which was published by Oxford University Press. Mr. Chong received his LL.M. from King’s College London and his LL.B. from Buckingham University.

Mr. Leifer is a dual English- and Hong Kong-qualified lawyer. In addition to M&A and general corporate work, he is an authority on Hong Kong corporate finance matters and advises on securities-related matters arising out of public offerings as well as public M&A transactions in Hong Kong. He received his LL.B. from the London School of Economics.

Mr. Chong and Mr. Leifer are the latest additions to Proskauer’s global Corporate Department and transactional practice, which in recent weeks have welcomed Gene Buttrill (Capital Markets) and Jay C.S.
